沙尔山别克.阿克拜尔，新疆特克斯县齐勒乌泽克乡巴喀勒牧业村人，中国身份证号654127197401030836，是二级残疾人。全家已经移民哈萨克斯坦阿拉木图州，父母健在80多岁，两个儿子妻子全部是哈萨克斯坦公民，沙尔山别克.阿克拜尔持有哈萨克斯坦绿卡，2017年11月25日因探亲去中国，在通过霍尔果斯口岸入境中国当日被逮捕，并被送入新疆特克斯县集中营，已经两年没有音讯了，后来放出口风说被判刑1年，没有判决书，没有罪名，是个怎样的判决不知道，毫无疑问，中共新疆政府野蛮纳粹民族灭绝的行为已经侵害了我们的合法权益以及违反了《国际条约》、《世界人权宣言》、《公民权利和政治权利国际公约》和中共当局自己制定的依法治国”、“依法行政”、“依法治疆 ”（以人为本，以公民合法权益为本）的所谓基本国策。

      本人古丽努尔.胡斯达乌烈提是沙尔山别克.阿克拜尔的妻子，代表我们全家5口人，哈萨克斯坦公民，强烈要求准许让我的丈夫出境与在哈萨克斯坦的家人团聚。众所周知，在联合国框架下，包括常任理事国中国在内的多国已签订的条约中明确规定“必须保护跨国家庭分离亲人的重聚权利”。

      我强烈要求中国政府立即停止对新疆少数民族的的极端灭绝政策。不要蔑视国际条约，无视中国法律的鲁莽行为已导致无数家庭支离破碎，骨肉分离。望中国政府予以解决，让我们早日团聚。

      大家好! 我现在跟前来声援我们两个逃亡者兄弟的民众一起。这里还有木拉格尔的姐姐努尔古丽•阿里木 和两个小伙子的律师 拉扎提女士。
昨天，东哈州在斋桑县法院在两个被告人在律师缺席的情况下，自行指定律师后判处两人两个月监禁。我们认为这个判决违法又不合情理。他们两个人是逃亡者，是寻求政治庇护的。
在这里，我们声明 必须让我们跟他两人见面。因为，我们不知道他们现在在看守所还是已经被遣返回中国了? 所以，我们必须亲眼见到他们才行。
2019年10月21日早晨8：30分斋桑县政府副县长会见并告知 ATAJURTE人权 组织负责人别克扎特.马赫苏提汗和律师拉扎提女士上述情况以及两名逃难哈萨克斯坦的中国籍哈萨克人已经在凌晨4点半送往州府厄斯克门，随即今日下午ATAJURTE人权 组织负责人别克扎特.马赫苏提汗和律师拉扎提女士上赶往厄斯克门市，同时在斋桑县法院提出上诉。

 Вчера Каскера и Мурагера осудили на 2 месяца, эти ребята сбежали из Синьцзяна, Китая, суд состоялся без адвокатов, они сами решили провести суд быстро в присутствие государственного адвоката, хотя у них есть на настоящее время 2 адвоката, и по их словам суд должен был состояться сегодня, но они незаконно поступили таким образом. Мы приехали вчера ночью и нам сказали что суд уже прошёл и задержанных ребят увезли в Өскемен, в тюрьму осудив их на 2 месяца. Мы активисты примерно 40 человек стоим перед зданием суда города Зайсан и требуем показать нам этих ребят, чтобы убедиться действительно ли они находятся на территории Казахстана или уже депортированы в Китай. Мы будем стоять здесь пока не увидим их сообщает руководитель правозащитной организации Бекзат Максутхан

I am Begzat , and now I'm with the people who came here for supporting the two boys. And Murager alim's sister,  Nurgul Alim ,,as well as  their defence lawyer Lazzat ...We all here at the court of the Zayssan county to demanding justice.
We are informed that the two boys were sentenced to 2 months in jail under the absence of their own lawyers. The government has designated the lawyer for them and made this sentence.
First, we all perceived it as a  illegal sentence.
Second, we have to see the two on our own eyes. Because,  who knows whether are they in custody now or already be repatriated to China?
So, unless we seen the two boys,  otherwise we'll don't go back.

我的妻子Saule Meltaiqyzy是中华民国公民。她于1972年11月28日出生。她的出生地是中国新疆阿勒泰市的清河县。而且，她目前的住所是阿勒泰州清河县清河乡光明街2号楼1单元301室。她的身份证号是654325197211280023，护照号是G26467501。
我和Saule Meltaiqyzy于1994年结婚。我们有两个儿子。她是一个受过高等教育的人。她在清河县人民医院工作了28年。
2008年，我们一家获得了哈萨克斯坦绿卡。然后，我于2015年带着一个孩子在哈萨克斯坦定居。我和儿子于2018年成为哈萨克斯坦公民。每隔两三个月，妻子就会定期来哈萨克斯坦。她曾经在官方的许可下出国，因为她在那里工作。除了我的妻子和我们的大儿子Mukhtar Zhenis（1994年3月27日出生，身份证号：654325199403270013。护照号：G52106412）也留在了中国。
2017年9月，我的妻子带着大儿子回到中国，卖掉了我们的房子，并辞职以搬到哈萨克斯坦。但是，他们的护照刚到那里时就被中国当地官员没收了。从那以后，他们再也不能离开中国了。

My name is Zhenis Zarkhanuly. I am a citizen of Kazakhstan. Hereby, I beg all of you to provide a protection for my wife, Saule Meltaiqyzy.
My wife, Saule Meltaiqyzy is a citizen of the Republic of China. She was born on 28 November 1972. Her birthplace is Qinghe County, Altay, Xinjiang, China. And, her current residence is Room 301, Unit 1, Building 2, Guang Ming Street, Qinghe Township, Qinghe County, Altay Prefecture. Her ID No. is 654325197211280023, and her passport No. is G26467501.
Saule Meltaiqyzy and I got married in 1994. We have two sons. She is a higher educated person. And She had been working in the people`s hospital of Qinghe county for 28 years.
In 2008, our family got the Kazakhstan green card. Then, I settled down in Kazakhstan with one of my children in 2015. My son and I became Kazakhstan citizens in 2018. For every two or three months, my wife would come to Kazakhstan regularly.  She used to go abroad under officially permissions, because she worked there. Besides my wife and our elder son, Mukhtar Zhenis (born on March 27, 1994. his ID No.: 654325199403270013. His passport No.:G52106412) was also left in China.
In September, 2017, my wife came back to China with our elder son for selling our house as well as resigning from her work in order to move to Kazakhstan. But, their passports were confiscated by local Chinese officials when they just arrived there. Since then, they could not come out of China.
On 10 January 2018, my wife was put into the indoctrination camp, as she was defined as a double faced person by local authorities. Those charges against her are multi-times visited to Kazakhstan, wearing headscarves, don`t drink alcohols, less gathering and so on. They imprisoned her in a severe prison which located at Qinghe County. She had been kept in a dark blockhouse for 9 months. During her imprisonment, she was not allowed to meet with her relatives and her family as well. In that time, we had completely out of contact with her. Because I was in Kazakhstan, so the time of lose contacting was even longer. I had not heard of them as long as 18 months. When we contacted again, my wife did not say anything. But, she was in very poor condition. Her waist was broken. She was crippled by long time, terrifying imprisonment. As we know, she was normal and healthy before she was thrown into the camps. Had been in there, she became sick and got ill. She was taken to political study forcibly in wheelchair every day. She was locked up alone in a separated room, so she often would be left hungry. Thus, her health condition was getting worse and worse. Seeing that as, the officials of the concentration center had no idea, but brought her to the hospital. On 28 September 2018, she received a surgical operation at the people`s hospital of the autonomous prefecture in Urumqi. A little steel bracket was installed in her waist. And, she just stayed in there only for 15 days. The government paid up 70-80% 0f medical expenses, then let us take responsible for the rest of it. All it cost up to 83106.90 Yuan. And, the rest part of that we paid was 15415.70 Yuan. After that, about 5-6 months later, something wrong was appeared in her brain. Then, a necessary surgery had been done in the same hospital.  Again, the authorities did not pay it up all. This time, we paid for 40,000 Yuan.
Taken her condition into consideration, the authorities released my wife from the camp on 15 October 2018. But, she had to stay at home under severe surveillances. Meanwhile, they assigned 6 people to monitoring my wife. We were asked to pay for the food and the accommodation used by those people. Either at hospital or at home, those 6 guys were all the way monitoring my wife. At our home, they stayed overnight in turn. The total expenditures that we spent out, including medical expenses and all cost for those 6 guys who “take cares” us has been approximately up to 200,000 Yuan.  If it is converted into KZT, that would be about 10,000,000 tengge.  We had paid that all by ourselves.  Those arranged living-monitors had stayed one year in our home to keep watching over my wife and my son.
For the reasons of my constantly suing, they stopped to monitoring my wife. But, for the retaliation of my rights protection activities, the Chinese authorities suspended my pension. This situation had been lasting for 14 months. After my continuous efforts to sue, the Chinese authorities began to re-issue my pension. However, since February 2019, my pension has been completely removed by the Chinese government. I think it is an illegal moves that made by the local Qinghe county authorities.
The local authorities have been exerting tremendous pressure on my wife, son and relatives. All of my relatives have been kept away from me by the threatening of the authorities. In a result, sometimes my wife got ill, nobody dare to come to help.
The Chinese authorities turned a normal, healthy woman into a disabled person by lock her up in the concentration camps. What have they done to her in there? Now, our family is separated by them. Although, her passport has been expired, but it has not been returned. In this way, the authorities prevented her from going abroad. She tried several times to get back her passport, but the local government hasn`t returned it yet . She misses her son in Kazakhstan so much. She wants to see him. However, the authorities neither have returned her passport nor renewed it. I haven`t seen my wife and son for nearly two years.
My little son, Mukhdadys Zhenis and I are doing our best to seeking a protection for my wife`s rights as well as ours. We did sue everywhere; 6 times to the Foreign Affairs Ministry of the Republic of Kazakhstan and 5 times to the Chinese Embassy in Kazakhstan. My demanding is simple. I want my wife and elderly son come back to Kazakhstan and reunite with us. Being a father, I just want to protect rights of my family. That`s it…
In this case, the Chinese side has violated all the provisions of the international human rights law. Among them, Article 9 of the International Civil and Political Rights Act (right to be free from torture), Article 12 (freedom of travel and choice of residence), Article 14 (the right to know the allegations, the right to defense and the right to a fair trial), there are also relevant Economic and Public and Cultural Rights Act, Article 10 (family protection rights), Article 12 (the right of receiving medical aid).
As a citizen of the Republic of Kazakhstan, hereby I beg all of you to provide a protection for my wife, Saule Meltaiqyzy and my elder son, Mukhtar Zhenis. Please, let them to get their passport back and help them to come to Kazakhstan. Please, help us to reunite again.

Есть угроза для жизни приехавших в Казахстан двух этнических казахов Кастера Мусаханулы и Мурагера Алимулы,

Здравствуйте. Есть угроза для жизни приехавших в Казахстан двух этнических казахов Кастера Мусаханулы и Мурагера Алимулы, многие в курсе, что 14 октября офицеры национального пограничного войска по охране территории Казахстана задержали этих граждан.  С тех пор прошли 3-4дня. Они находятся до сих пор у них. В течение 2-3дней уже несколько раз их доспросили на границе Зайсан. И сегодня  они пришли в отдел пограничной охраны в Зайсане. Только что один адвокат, из трех предложивших свою помощь этим молодым людям, Бауыржан Азанов, который находится несколько дней вместе с ними, сообщил мне, что люди из пограничного войска национальной безопасности РК Кастеру и Мурагеру поставили 2 условия.
1. " Напишите заявление о том, что хотите жить там, где стоит военная часть. Тогда мы не закроем вас в тюрьму. Вы сами добровольно будете жить там . Пишите так заявление".
2." Никому ни слова до конца расследования. Какой вопрос, какой ответ никому ни слова, точнее ни СМИ ни другим людям не говорить, ничего не публиковать!"
Но, мы, Атажурт и я, Бекзат Максутхан понимаем эти 2 условия :
1. Значение этих слов: мы не будем задерживать вас в воинской части, вы сами будете жить здесь, то есть как в тюрьме. Точнее там будет обьязательно охрана. Они не смогут добровольно выходить и заходить. Навещать их родственники, друзья, знакомые, либо мы с Атажурта не сможем тоже навещать их. Как бы не приукрашивали это название, но это  всё равно тюрьма. Потому что там не будет свободы действий . Они даже добровольно в магазин не смогут ходить.
2.  Вовремя процесса расследования, вопросы и ответы не публиковать, хранить всё в секрете. Это значит ограничить свободу слова, таким образом даже скрыть жестокий  геноцид Китая против этнических меньшинств и скрыть вину Китая. Так как вопросы и ответы допросов вовремя расследования не являются государственной тайной. Кастер и Мурагер обычные люди. Они не связаны ни с какими политическими действиями и они не знают никакие военные тайные секреты. То есть  их действия никак не касаются государственной тайне. Поэтому эти их 2 условия необоснованно. Я считаю, что Комитет Национальный безопасности пограничного войска хочет скрыть преступление Китая, закрыв рот Кастера и Мурагера. Поэтому здесь явное нарушение человеческих прав Кастера и Мурагера. Кастер и Мұрагер смогли бы еще многое рассказать . Национальное пограничное войско хочет закрыть им рот любыми способами. Они не желают спасать  сотни тысяч, и даже миллионы наших родственников, наоборот они намерены препятствовать в этом деле. Я прошу помощи у всех, мы должны помочь этим двум казахам, надо добиться, чтобы им дали статус политических беженцев и предоставили политическое убежище в нашей стране, Потом помочь  им получить гражданство. 逃亡到哈萨克斯坦的两名中国籍哈萨克族，让我们为他们重获自由而一起努力

大家好! 逃亡到哈萨克斯坦的两名中国哈萨克族小伙子， 哈斯特•木沙汗 和木拉格尔•阿里木被哈国安全部边防工作人员于本月14号带走后，到现在已过了4-5天。这段时间，他们俩在东哈萨克斯坦与中国接壤的哈国边防给哈国调查人员演示了他们的越境路线。目前，他们仍在那里。他们的三个辩护律师之一宝尔江•阿扎诺夫先生刚从东哈边界回来。他跟我联系后说，哈国安全部边防分局给他们提了2个条件。第一，让他们写申请要求留在边防，住在部队指定的宿舍里。边防工作人员说这不是拘留关押，他们只是住在这里。第二，要求他们签署保密协议，不得向外界透露调查过程中问答等细节。不能接受采访，不准举行新闻发布会。我，别克扎特•马赫苏提汗和阿塔珠尔特志愿者们对此条件做出以下解读:
让他们留在部队，跟战士们一起住就是变相拘留。因为，部队戒备森严，他们在那里不能自由出入。他们的亲朋好友和关心他们的人们，还有我们阿塔珠尔特成员不能想见面的时候与他们见面。也就是说，那里等于是监狱。不管叫得再怎么好听，这是监狱。在那里他们的自由是受限制的。
第二个条件也是为了限制他们的自由而设置的。让他们对审问经过三缄其口是企图掩盖中国正在发生的种族清洗和人权危机。哈国安全部只想让他们闭嘴，因为这里没有什么涉及国家秘密的事情。他们只是普通的逃亡者，不是国家公务人员或者是有军方背景的人。他们对国家机关的事一无所知，根本不可能讲出什么国家秘密来。这个条件唯一的诠释就是哈国安全部门在试图掩盖中国的罪行。所以，我们从中国逃亡而来的两个兄弟的基本权益正在受到侵害。哈国安全局通过他们禁言为中国遮掩罪行。
哈国当局应该让这两个寻求避难的哈萨克族同胞讲出正在中国发生的政治压迫的事实。通过揭露黑幕，来帮助正在中国饱受折磨的哈萨克族人。但，事实上 当局并不想这样做。所以，在这里我向大家呼吁:
为我们逃离家园，寻求避难的两位哈萨克族兄弟获得政治避难留在哈国，进而成为哈萨克斯坦公民伸出援手。力争不让当局遣返他们回中国。让我们为他们重获自由而一起努力吧

Two Chinese Kazakh boys who fled to Kazakhstan,

Hello everyone! Two Chinese Kazakh boys who fled to Kazakhstan, Haster Musahan and Murager Alim were taken away by the border guards of the Ministry of Security of Kazakhstan on the 14th of this month.  It took 4-5 days.  During this time, the two were at the border  between Kazakhstan and China, which bordered China in East Kazakhstan, demonstrated their cross-border routes to the kazakh  investigators.  Currently they are still there.  Mr. Baurzhan Azanov, one of their three defense lawyers, has just returned from the East Kazakhstan border.  After contacting me, he said that the border defense branch of the Kazakhstan Ministry of Security gave them two conditions.  First, let them write an application to stay in the border guard and live in the designated dormitory of the troops.  The frontier staff said it was not in detention and they just lived here.  Second, they are required to sign a confidentiality agreement and must not disclose details such as questions and answering the investigation.  Can't accept an interview, no press conference is allowed.  I, Begzat MahSutkhan and Atajult volunteers made the following interpretation of this condition:
 Let them stay in the army and live with the soldiers is a prison in disguise.  Because the troops are heavily guarded, they are not free to enter and exit there.  Their friends and family and the people who care about them, as well as our Atajurt  members, can't meet them when want to meet.  In other words, there is a prison.  No matter how good it is called, this is a prison.  Their freedom there is limited.
 The second condition is also set to limit their freedom.  Letting them be silent after interrogate is an attempt to cover up the ethnic cleansing and human rights crisis that is taking place in China.  The Ministry of Security of Kazakhstan only wants them to shut up because there is nothing to do with state secrets.  They are just ordinary fugitives, not national public officials or people with military backgrounds.  They know nothing about the affairs of state organs, and it is impossible to tell what state secrets come.  The only interpretation of this condition is that the security department of Kazakhstan is trying to cover up the crimes of China.  Therefore, the basic rights and interests of the our  two brothers who fled from China are being violated.  The Kazakhstan Security Bureau covered  crimes for China through kept them silent.
 The Kazakh authorities should let the two Kazakh compatriots seeking asylum tell the truth about the political oppression that is taking place in China.  Help the Kazakhs who are suffering in China by exposing the shady scene.  However, in fact, the authorities do not want to do so.  So, here I appeal to everyone:
 Please give a favour for the two Kazakh brothers who fled their homes and sought refuge, they obtained political asylum and stayed in Kazakhstan, and then became a citizen of Kazakhstan . Let's Strive to prevent them from the  authorities  letting them repatriating  back to China.  Let us work together for their freedom.
